Russia's New Law Requires Casino Winners to Provide Personal Data
Starting October 1st, 2023, Russia's President approved amendments to the law 'On the application of cash registers in the Russian Federation' which require players to provide their passport data and individual identification number to claim their winnings. The amendments were adopted by the government in April 2023, but only came into force in October 2023.
Gambling operators are required to send the collected player data to the Federal Tax Service. This new law is part of a broader effort by the Russian government to control shadow income and ensure tax compliance among its citizens.
While these changes may add some inconvenience for players, it is unlikely to significantly impact the gambling market in Russia. Most players are expected to comply with the new requirements rather than risk administrative or criminal penalties by operating in the underground.

Argus RivenI've spent years at the tables — cash and tournaments — and just as long shaping poker copy behind the scenes: room reviews, bonus fine print, tournament notes. At PokerInsider I write the way I wish more sites would: clear structure, honest trade-offs, no hype. Whether you're new or already grinding, I care about what the offer actually costs you — rake, variance, and the fine print — and I treat responsible play as part of the job, not a footnote.
