Illinois Senate President Don Harmon Faces Backlash Over Sweepstakes Casino Donation
Illinois Senate President Don Harmon (D) has found himself in the midst of controversy after accepting a $50,000 campaign contribution from ARB Interactive, the parent company of the Modo gaming platform. The donation, one of the largest this year, has raised eyebrows due to the company's alleged illegal operations in the state.
The Illinois Gaming Board (IGB) ordered Modo to cease operations, citing violations of Illinois law. The IGB's cease-and-desist letter, dated January 15, 2026, highlighted that Modo offered users the ability to play slots and table games through both the internet and mobile devices, providing cash, gift cards, and other prizes in violation of state law.
ARB Interactive, however, disagrees with the IGB's interpretation of current gaming law. The company has provided the board with a detailed legal analysis supporting its position that the platform operates lawfully under Illinois law.

Argus RivenI've spent years at the tables — cash and tournaments — and just as long shaping poker copy behind the scenes: room reviews, bonus fine print, tournament notes. At PokerInsider I write the way I wish more sites would: clear structure, honest trade-offs, no hype. Whether you're new or already grinding, I care about what the offer actually costs you — rake, variance, and the fine print — and I treat responsible play as part of the job, not a footnote.
