Arizona Files Criminal Charges Against Prediction Market Kalshi
Arizona has made history by becoming the first state to file criminal charges against a prediction market operator. The charges were filed by Attorney General Kristin Mayes on Monday in Maricopa County, alleging that Kalshi operates an unlicensed gambling business and takes illegal wagers on elections.
Kalshi has argued that its offerings are different from traditional sports betting and solely regulated by the Commodity Futures Trading Commission (CFTC), not state gaming regulators. The company has faced varying degrees of success in court, with recent rulings against it in Ohio and Massachusetts.
This move by Arizona is part of an ongoing battle between state gambling regulators and prediction market firms, which began branching out into sports event contracts in 2025. The outcome of this legal battle remains to be seen, as no enforcement action has yet been spelled out, and the state hasn’t made a move against Kalshi in civil court.

Argus RivenI've spent years at the tables — cash and tournaments — and just as long shaping poker copy behind the scenes: room reviews, bonus fine print, tournament notes. At PokerInsider I write the way I wish more sites would: clear structure, honest trade-offs, no hype. Whether you're new or already grinding, I care about what the offer actually costs you — rake, variance, and the fine print — and I treat responsible play as part of the job, not a footnote.
